OAuth consent management

Persisted consents record that an end-user has previously granted an OAuth client permission to access specific scopes. nevisMeta stores these consents so that users are not prompted for approval again on subsequent authorization requests for the same client and scope combination. This API exposes administrative read access to persisted consents for auditing and support purposes; individual consent deletion is available in the V3 API.
